Add a synchronizer to avoid MTBF timing failures that could chain into downstream logic on the receiving clock domain. Its best that the synchornizer be a library cell to minimize the chance the ck->q delay will extend and fail in the next cell. In very high speed circiuts synchronizer chains may be more than two flops as in order to reach the MTBF year goal.
