There are multiple paths towards a commission. For college-bound students with a desire to serve in this capacity, you can either attend the Naval Academy, another service academy (selecting a Navy commission upon completion), or the NROTC program. College graduates can attend Officer Candidate School, or specialized graduates such as attorneys and doctors can attend Officer Development School.
