Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.
Main Purpose
Reporting to the IEC Director, the Emergency Preparedness Coordinator develops and implements the IAEA's policy and strategy for enhancing Member States' preparedness for response to nuclear and radiological incidents and emergencies irrespective of whether it arises from an accident, natural disaster, negligence or nuclear security event. He/she manages and coordinates activities required to implement the IAEA's programme including determining the magnitude of effort required in developing specific programme components.
Role
The Emergency Preparedness Coordinator is: (1) a program manager ensuring all elements of the program are developed and implemented in the most efficient and effective manner; (2) a coordinator ensuring consistency of all aspects of emergency preparedness within the IAEA's programme; (3) an expert contributor, offering technical support to the development of Safety Standards, technical guidelines and tools in the area of preparedness for response to nuclear and radiological incidents and emergencies irrespective of whether it arises from an accident, natural disaster, negligence or nuclear security event, and guidance to Member States; and (4) an Emergency Response Manager participating in the IAEA's Incident and Emergency System (IES)..
Functions / Key Results Expected
Plan, direct, co-ordinate and monitor implementation and supervise the activities in the area of strengthening Member States' preparedness in accordance with Member States' needs, including but not limited to Safety Standards and compliance of Member States with the requirements of the IAEA's Safety Standards in the area of preparedness for response to nuclear and radiological incidents and emergencies, and Emergency Preparedness Reviews (EPREVs).
Manage the development, maintenance and provision for application of Safety Standards, technical guidelines and tools in the area of preparedness for response to nuclear and radiological incidents and emergencies irrespective of the initiating cause, taking into account feedback on their application, lessons learned from response to actual emergencies and exercises, and emerging technical developments and trends.
Provide expert technical knowledge, guidance and advice to Member States on the development and implementation of programmes of preparedness for response to nuclear and radiological incidents and emergencies irrespective of the initiating cause.
Oversee the technical support for technical cooperation projects that provide related assistance to Member States, as well as coordinated research projects.
Maintain agreements and cooperation with the relevant international organizations in programmes of preparedness for response to nuclear and radiological incidents and emergencies irrespective of the initiating cause.
Carry out duties as on-call Emergency Response Manager within the IAEA's Incident and Emergency System (IES), participate in associated training and exercises, and provide technical support as required when the IEC is activated.

Qualifications, Experience and Language skills
Advanced university degree in nuclear physics, nuclear engineering, radiation protection or a related field. A first level university degree in nuclear physics, nuclear engineering, radiation protection or a related field plus two years of relevant work experience may be considered in lieu of the advanced university degree. A doctorate degree in nuclear physics, nuclear engineering, radiation protection or a related field would be an asset.
Minimum of 10 years of experience in preparedness and response to nuclear and radiological incidents and emergencies, and in radiation protection, of which at least five years at the managerial level and three years at international level in the development of Safety Standards, technical guidelines and tools in preparedness and response to nuclear and radiological incidents and emergencies irrespective of the initiating cause.
Experience in developing national response plans, and in developing and appraising of the national emergency preparedness and response arrangements.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $103165 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 55915*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
