- on the ground work that makes an impact - decent pay and benefits

Cons

- the organizational structure of OSCE disincentivizes work due to lack of promotion opportunities; and because of consensus-based nature of budget approval, there is little hope that greater resources for programmatic work or employees can ever be approved - within the OSCE Mission in Kosovo itself, the workflow methods are completely dysfunctional and outdated. There is low morale here.
