Cisco Sr Software Engineer interview questions

On the 1st interview the interview panel didn’t join. He was on sick leave. And that nobody inform me even the interview was at the eod. After that neither HR reply to my mail nor reschedule the interview. After few days another hr contact me for a diff role and after 10 days again the same that he is about to schedule interview but nothing. Highly Unprofessional and very irritating. There are 4 round 1 Coding 2 tech 1 MGR round I got rejected after manager round saying I am over budget for them, This they should asked before interview. I was shocked to received this feedback from this kind of organization .
