I had a phone interview with HR where i answered basic questions to confirm what I had written on my application. I was told that they would be in contact shortly to arrange a time for a technical interview. They didn't get back to me and, only after several emails, they let me know they couldn't hire me as they could only hire local people for that position. Since they knew this before the phone interview, they were just wasting both of our time.
