Oracle Manager interview questions

Recruiter reached out - took 3 weeks to get back to me to schedule. Interviewed with manager who then turned me over to a SME. Received an offer for MUCH lower than I was told and declined Recruiter called and said she apologized but was going to see what she could do and NEVER heard back. Went into portal and it said I withdrew.
