Recruiter makes the first screen before passing on to hiring manager. If you get this far then Initial phone screen is with recruiter. Once you sell yourself to the recruiter then they schedule follow up interview with hiring manager and/or direct reports. Very normal to go weeks or months without follow up from recruiter and/or hiring manager. Positions are often filled or frozen without notification to potential candidates.
