Very based on who you know and on getting referred by an insider.

Question 1
"Imagine you arrive at the office and learn of a major natural disaster, refugees are crossing international borders, people are dying, etc., etc. - what do you do?"
Did not get the job but they were quick and candid. They care about the work they do and give everyone good consideration. Make sure your references are up to date and accurate.
I applied online. The process took 2 months. I interviewed at U.S. Department of State in Feb 2023
Interview
Interview panel consisted of 3 senior staff members who were all very nice. They gave an overview of the position, and each person would ask a question (10 questions total, mix of behavioral and technical questions). I had the opportunity to ask my own questions at the end. The interview lasted about an hour. Unfortunately I did not receive an offer but I imagine there are quite a number of qualified applicants for the one position.

Question 1
What makes you the best candidate? How does this position fit into your career goals?
I applied online. The process took 7 months. I interviewed at U.S. Department of State in Jun 2019
Interview
I applied in January, but was not contacted until June for an interview. The government shut down affected the timing of the interview, and partially explained why the hiring and interview process took as long as it did.
