The owners of a water right for stored water in a reservoir have called the watermaster to release 10 cfs of water from the reservoir into a stream for the next 24 hours. The owners plan to divert this release from the stream at their point of diversion 4 miles downstream of the reservoir. About 2 hours after the release began, despite having set the reservoir outflow to a rate of 10 cfs, the watermaster only measured 7 cfs at the point of diversion. What might be causing this difference in flow at the two locations? What would be your first step in investigating this issue?
