It was observed all 50 teachers for last 5 years in each class (where there were 50 students in each class) got surprisingly consistent score of 6/10 but there were varying number of high test scores/low test scoring students in every class. With this information, describe an equitable way to have the "true score" for the teachers and compare teacher performance among their peers and over year over with oneself with your randomly generated sample data.
