Front line managers & engineers try hard to improve company situation.
Cons
Upper management constantly change and middle management seem lack execution ability to carry out top management directions. Insufficient funding causes internal stress - can't get work done due to lack of equipment, lack of co-location of relevant expertise due to constant workforce reduction and outsourcing to oversea locations.
