The company needs to rethink their rehire policy. I didn't leave the company because I wanted to or to go work for the competition. The reason I left, is because Bloomberg decided to shut down my division. I was also a highly rated employee. Nevertheless, I was told that I couldn't be rehired by the company. I'm not sure if the no rehire policy is still implemented, but I know Bloomberg has lost out on a number of dedicated employees because of it.
Compared to other organizations, the company's review process is also extensive. Not only do you have to submit an extensive self-evaluation, but your manager has to do so as well.
