For the last 4 years my manager is blocking my promotion with really bad excuses, such as: he need to know me better, or, (he borrowed me to another team to work for them as they were short of employees) you were working for other team therefore I cannot promote you as you were not working for my team (acting like it was my decision), or that I am missing a certificate which he called "useless" and "waste of money" when I asked if company could pay for it - but it was not a problem to use it against me. HR are aware of this, but as they said: that is not right, but this is strictly the manager's decision". With the company policy to hire almost only in India, there are no opportunities locally, so it is either start looking for a job outside or stay hoping for a change. Moving to other business units is also almost impossible. I had a couple of meetings regarding that, but they do not recognise skills and experience gained in other parts of our organisation, and rather hire externally or inside their business unit.
