Leadership practices lacked consistency, transparency, and accountability. Favoritism appeared to influence assignments, promotions, and retention, contributing to perceived inequities among staff. Employees who received consistent complaints regarding their management tactics were often retained, while more qualified employees who could perform tasks more effectively were overlooked or left the organization, frequently due to frustration and lack of recognition. Advancement and promotions tended to favor individuals who maintained favorable relationships with upper management, rather than those demonstrating competence or results.
