You are right of course. Policies should be documented well (ours are to an extent, but still need more work). And transparency in application of policy needs to be much more vigorous. This is an area that we are catching up with rapidly - so you should see continuous improvement.
Of course, if you do see specific incidences of such things happening, you should know that you are encouraged to drop an email to HR or senior management.
