Dead promotion - Anonymous employee Samsung Electronics Employee Review

Dead promotion: the company sets limitations how many people can be promoted and how many should be demoted. If the first part basically leads to a kind of queue where you wait for your turn to get promotion while most of the time your salary scales up slowly the second part is just stupid. Your team is expected to have some bad performer... Why would we? Why would we not fire really bad guys?
