Pros
Lots of flexibility in terms of assignments. Working capital-funded organization runs more like a business. Can move up quickly in terms of responsibility level.
Cons
Responsibilities not commensurate with salary and promotion potential. This goes both ways: Some people over-perform and some under-perform. Reward structure does not allow for much differentiation, despite the use of paybanding and increased managerial discretion with respect to salary increases and bonuses.
