People are promoted based on how long they have been in the company and who in the right positions they know rather than on performance. As such we have a very incompetent middle management who do not know how to do the basic management functions- strategy, team management, budgeting, delegation. There are no well developed processes within the company. That is why projects are late to completion, conflict is the name of the game instead of collaboration and people can get away with not accomplishing much. This is led from the top where strategy is unclear and communicated poorly. Execution then becomes secondary and so typically this is why the company is in this position.
