The level of autonomy in conducting research and promoting new ideas depends on the specific team and your team leader - my own experience has been very positive. Access to resources and the possibility to do networking is rather high. The level of benefits is also very satisfactory.

Cons

The policy agenda very much determines whether a project will be continued or not.
