IBM is struggling to find it's foothold as a consulting org, and is still managed as a legacy hardware business with a 'Frankenstein' layer of consulting practices. This, atop lagging technology and consulting offerings leads to a fairly competent workforce that suffers from paralysis given conflicting leadership directives, undifferentiated offerings, alongside incessant categorical measurements of personal metrics that is essentially minutiae, cloaked as productivity metrics.
