Some really good people, doing really good work for the U.S.
Cons
Forced distributions of ratings, management under undo pressure to meet quotas for lower ratings, regardless of true performance as means of cutting costs. Lower ratings for more people, means lower annual merits. IS&GS From it's senior leadership down is the champion of this approach. It's not the right way to do business.
