Obamacare is killing the industry causing mass layoffs, more hassles and decreased quality of care. Medtronic is beholden to the stockholders and there is a monthly/quarterly/yearly push to hit a number, regardless of what you have to do, including overstocking and jeapordizing future quarters quotas/numbers.
