Helpless organisation

Pros

Consensus-based organisation helps refine messages, mediation, political discussions and angles. Diplomats are often focused on various security matters and contribute to an articulate, well-informed debate. Vienna is a beautiful, very quiet city that offers a nice standard of living.

Cons

Following the consensus rule, diplomats tend to agree on the lowest common denominator. Increasingly, they have been appointing senior representatives that tend to be "yes people". The quality of the overall work of the Secretariat continues to decrease year after year. At the Permanent Council, however, the debates are often back to basic political opposition and lack maturity. Inside the Secretariat, there are increased signs of favouritism and clientelism. A pity.
