Capita Data Gatherer interview questions

I received a phone call for appointment for a telephone interview for a confirmed day and time a week after. When the date came I called at the confirmed time but without success for more than 15-20 minutes.After I finally reached the man I was told to call after 1 hour. I find this quite unprofessional.
