My advice to that manager and the HR - if you really do not get time to go through a candidate's resume why you ask for it? A candidate spends almost entire of his day for the interview and this is quite frustrating for him to listen to these words from an interviewer. Mr. Manager if you would have attended the interviewing skills training you would have known that this is the basic rule of interview "Not to say this line" that "I didn't get time to go through your resume"
