Disconnect between instructions, deadlines, always getting everything last minute, with short time to turn things around, while expecting excellence and thoroughly analyzed error free deliverables. There is no option to provide upward feedback and any attempt to resolve issues through HR result in actions which are unfavorable towards person complaining. Compliance standards are high only in procedures and policies, in reality you are criticized or discriminated if you don’t turn the blind eye from time to time.

It's a very lean organization: they have exactly the people they need to support the portfolio they have. That means there's very little "slack" for things like personal development (because your manager needs you to keep doing your job). Also, it appears there's a preference in some groups not to promote internal candidates. Long-term effect is that people stay long enough to get good... and then leave because they can't get experience doing anything other than what they were hired to do.
