Unfair comparison between normal employees against program trainee. Program trainee are being highly invested with all kinds of training whereas the normal employees are queuing for training yet you may not get the chance. When it comes to performance review, the manager compared you to the program trainee and claiming you cannot perform well after being given so much "queue and wait" opportunities. At the end, you get the low increment, however, the trainee gets high increment and higher pay scale than normal employee.
