Pros
The house is full of talented and skilled people who used to contribute to proposing improvements for European citizens in the many areas the institutions deals with. The cultural diversity of the expertise very often contributed to innovative efficient proposals. The governance has always been democratic since none of these proposals could ever become a legal instrument without its endorsement by elected representatives of the EU member states.
Cons
Over time the recruitment at senior or even medium level has generally shifted towards political nominations, no longer based on merits, managements skills or expertise. As a results these "managers" are no longer accountable to the governance principles that once prevailed, they are accountable to those from their home countries who offered them, through political influence, their job. A top down decision making process no longer based on proper factual analysis.
