Pros
Freedom to work independently, versitile tasks, no strick controll, allowed to do extensive research, and usually had enough time to work out proper solutions for non trivial problems (unestablished answers come fast and it easy to sell to the managment).
Cons
Some departements were poorly organized. Rivalization among department caused a lot of damage to efficiency. Executive managment were not opened to innovations.
