Each year the benefits, bonuses, and perks are being cut back step by step. Cite a lack of hiring for mandatory increased working hours, but do not pay employees for the extra hours

In my experience, projects tend to be underfunded due to subpar quoting / planning by management. The good project engineers tend to take extra hours to try and take on additional tasks to keep projects on track. It often goes unseen or unrecognized (but good managers utilize the monetary awards for their employees).
