Internal promotions are capped at 10% raise MAX. This means that even if you're jumping from an entry level position to a management position, HR has policies in place that limit any internal promotions to 10% max. Too much turnover (the good ones) at higher levels in the last year, and too many people learning on the job. It just makes everyone's work harder. You also can see cliques and bullying at work, which is just a sign of weak management.
