The management (especially the upper middle management, has become very intolerant and impatient (some would say arrogant). Many who have been promoted to this level are not strategic operators and tend towards micromanagement (This could be due to the average age of front line employees). This is in-congruent with the CEO's leadership messaging.
HR has immature processes for conflict resolution and will not look to mediate between employee and management, instead they tend to act as management's arm to neutralize threats to the "culture".
