They are typically not conducted by full-time HR personnel. The position I applied for had a personality test, designed to screen out potential problems, and a panel of people already in the organization.

A short interview with a random captain. She didn't really know what was going on. More of a farcical formality than anything. She just talked to me really. No meaningful questions.
