You progress on merit and there is always opportunities to develop It's nothing like yes minister!
Cons
You have to be realistic about the roles you can do - don't choose to be a Border Force Officer if you can only work 9-5 : that's not when most planes land or ships dock In times of austerity and even at the best of times you are not going to get huge pay rises. Ever.
