Its own worse enemy

Pros

If you're a P5 (or a protected GS), you can travel at will and do whatever you want. Or just don't do anything at all if you don't feel like it.

Cons

Most job openings are shams. Managers know who they want before openings are posted. Career development is nil. Organization will always show deference to management, no matter how egregious the behavior is.

Pros

Prestige, slim possibility to contribute to change, money, job opportunities afterwards.

Cons

Appalling management, dishonesty and cowardice across the staff base, massive inefficiency, exploitation of junior staff.
